These two changes would free-up additional funds for streets which need repaving worse than these two projects.
The council agreed to seek a transfer of those funds and use them for other projects, possibly including Blair Lane, Hammond Avenue, Winwood Drive or Horn Springs Road.
During the work session, also, several citizens appeared to voice their opposition to electronic signs being used by businesses near residential areas. They were concerned that the brightness of the signs may be disruptive.
A representative of Witt Signs, a Lebanon firm, also spoke during the work session in favor of the electronic signs.
When council went into regular session, members voted to suspend issuing permits for electronic signs in the areas around the Square, on West Main Street from the Square to Oak Hill Drive and on Highway 70 from Maple Hill and Blair Road west to the railroad overpass until January 2009.
During the moratorium the councilors will study both the needs of businesses which may locate in these areas and the needs of private residents as well.
Then in January the council will decide whether to allow these signs in Lebanon and if so in what areas.
The resolution also set a maximum size (55 percent of the allowed signage) for the signs in other areas of the city.
Council also approved a resolution to borrow $900,000 for the installation of 3,000 feet of 12-inch water lines in the South Hartmann Drive area from the Tennessee Revolving Loan Fund for Local Governments.
The council also passed a resolution recognizing the important services provided by 911 dispatchers and recognizing this week April 13-19 as National Public Safety Telecommunicators Week.
It passed on first reading amendments to the city’s personnel rules which would allow time for reorientation of employees returning from active duty military service, and one which would require all city employees to fill out a time sheet.
The council approved first readings of two ordinances to have property rezoned from residential to business uses.
The first ordinance involves approximately 1 acre located on the corner of West Main Street and Castle Heights Avenue, to be rezoned from low density residential to transitional office.
The second ordinance involves a parcel of 11.21 acres on the corner of Hartmann Drive and Coles Ferry Pike from lowest density residential to highway commercial.
The council is also expected to hear the second reading of the several of the items on its regular agenda Wednesday at a special called meeting right before the budget workshop session at city hall at 5:30 p.m.
