The chief said Nelson did not reside in the housing project where the shooting occurred.
“He was over there with no legitimate reason to be there,” Bowen said.
The shooting occurred about 1:42 p.m., Thursday, Dec. 30, at 161 Upton Heights, a federal housing project in Lebanon.
The chief said the shooter was outside of the residence in the back and fired a shot through the rear door as the teenage boy entered the home through the front door. Bowen said investigators did not believe the boy was a target in the shooting.
The boy was transported to University Medical Center by Wilson County Emergency Management Agency for treatment.
