White said in the report that alcohol was believed to have been a contributing factor in the accident. Blood alcohol tests were to be done as is standard in accidents were fatalities occur.
Butler was not wearing his seatbelt, but Clemmons was at the time of the accident. White said in the report that safety restraints would have made a difference in the wreck.
